Disable Mouse Auto-Scroll In Artifact Trade Station

As the title says, navigating the Lists in the "Artifact Trade Station" with a mouse is... Absolutely terrible. There is no reason the listings should automatically scroll when you mouse over the next line. This makes it near impossible to actually highlight and select what you want, requiring you to "yoyo" until the selection you want is in a center line. It's really bad UI navigation.

Simply treat is as any other list; scroll with mouse-wheel, scroll-bar or arrow keys. Not mouse position.
