any key for choosing charged bolts not functioning

I had to look up how to use the charged crossbow bolts: tips say use C to bring up selection menu. Pressing C does absolutely nothing. I tried changing the keybinding to Y. Still nothing. M... nope. I have an old computer that barely runs the game, but I don't see why that would affect this menu and nothing else? I will try having only charged bolts to see if that is a work-around. Just wanted to report this. Thanks!
