[Underdust] remove coughing sounds when oxygen tank is in inventory
in the underdust it doesnt make sense for the player to cough, when you have an oxygen tank with you. maybe lett some mask-breathing sounds play, while your oxygen is full and only play cough sounds, when the tank is empty.

For those that have never used an O2 tank or gas mask, coughing only happens when your seal is broken, or you have run out of O2, after a few minutes of coughing, depending on the scenario, you then black out. You do not cough anywhere else in the game, even when your immunity in game drops a tier you do not enter a coughing fit, so why would you with an O2 tank pushing that precious clean oxygen into your lungs? The AI voice warning that you get with other alerts should more than ample, and less nerve grating, at the 50% and the 10 or 15 percent mark. Save the coughing for when you have run out of O2. -

MazianniCoughing when air is low makes more sense than when empty, since you blackout if your air runs out. (And if you black out in the underdust, you die.)
If the coughing at full air is related to your health issues, then it makes sense to have your character cough *as regularly* without the air mask, but the constant coughing would be annoying so don't do that. (Even if you rationalized things and played it at a reduced volume because you're not wearing a mask above the dust. The rationale being that the mask amplifies the coughing volume.)
But if you replaced the coughing with a mask breathing sound (separate from the heavy breathing related to depleting your energy with exertion) that would be a welcome change. -

LhetreThe sound of coughing, or breathing hard when you exit the lift is signal of distress, but you oxygen reserve is full, you should not make any sound. Maybe a sound of relief, because you can breathe, but not a sound of distress. The AI voice is annoying enough.
