New tower type - refueling station.
Comes in two variants:
1. Small with hand-operated deck extractors and a production unit to craft synthetic fuel.
Located at the altitude accessible in early stages of the game. It is a repurposed comm tower with reinforced platform to support several fuel tanks which now are empty, but small amount of fuel still can be found.
2. large with automated deck extractors farming synthetic clusters and a large production unit to craft synthetic fuel. Located higher than Greenhouse towers.
Substantial amount of crafted synthetic fuel can be found. Has two large landing pads to accommodate several ships. Automated deck extractors are modified to be powered by solar/wind energy to work autonomously.
In some cases fuel tanks can be found destroyed by an explosion due to lightning hit or OSHA violations. The rest of the tower also have the signs of a wide-spread fire in those cases.
On a large variant of the tower fuel tanks are protected with Faraday cage.

some things too add, for the under dust, there could be a fallen fuel station that has some enemies in it but has a lot of crystal fuel or other items of high value,
other thing could be for the 1st option is yes on arrival the fuel tanks in the location are low, but what if you could fix a tower and it somehow gets just a little more fuel (not perma regain but like it just generates a little bit more fuel)

FenrisTangential related idea: there's also an opportunity to make a 'biofuel refinery' room as a random special location feature on some garden towers.

AoS ShinigamiMaybe add a few Helium canisters to it? In my current run I am noticing the lack of it. A freezer is 10 Helium, a ballon expansion is 4 and a new ballon is 10. I am always lacking Helium.
