bonus loot areas in old poi's that need the Cutting tool to open

as title feels weird geting a new "tool" that is only used for one single poi feels like this should have been used to open things we couldn't before even if its simply a "loot room" in a previously existing poi that has no other way in or new poi's completely that are dependant on it
